Author Bryan Mark Rigg states:

“JAPAN’S ADHERENCE TO A DOCTORINE of racial superiority presented a unique predicament – it found itself in competition with its allies for the claim of genetic, eugenic, and cultural greatness.” (p. 33)

Japan has never believed in any doctrine that espouses “racial superiority”. Such a belief exists only in the mind of racists, such as Rigg. Sugihara Chiune’s rescued 6,000 Jewish, but this he belittles:

“So, the help rendered to Jewish refugees, especially in Shanghai, by Chiune Sugihara, Japan’s vice consul for the Empire in Kaunas, Lithuania, must be looked at with a skeptical eye.” (p. 36)

It is often claimed that Sugihara issued visas against the instructions of the Ministry of Foreign Affairs, but this is completely wrong. The Ministry of Foreign Affairs did not issue any instruction to not issue visas to Jews. Rather, in order to issue transit visas, the applicant must have a visa for the destination. Therefore, Sugihara worked hard to devise a workaround to issue visas within the scope of his ministry’s instruction.

The Japanese government agreed to an “Outline of Measures against Jews” at the Five Ministers’ Conference (the Prime Minister, Foreign Minister, Finance Minister, Army Minister, and Navy Minister) on December 6, 1938, and stated plainly that “There would be no discrimination against Jews.”

The first Far Eastern Jewish Conference was held in Harbin, Manchuria on December 26, 1937, with 700 participants, and Major General Higuchi Kiichiro, head of Harbin Special Agency, gave a wonderful congratulatory speech. Furthermore, Major General Higuchi rescued approximately 20,000 Jewish refugees stranded in Otpol Station, USSR, with the help of the South Manchurian Railway. Japan’s policy of eliminating racial discrimination was not merely words.
